It is related to a specific unit. When receiving the hardware you should have gotten the base registration key in the confirmation émail from F5? It's easy to miss, I didn't know about it myself until recently. :)
If you didn't receive it though you can always call support and they'll hook you up right away. They crew manning first line is able to do it.

/config/RegKey.License did not exist on the box. TAC got back to me and told me to use the previous BRK, which worked.

If it is a replacement unit, you should use the old base registration key. Simple as that.
