it is quite difficult to troubleshoot a setup like this without access to the system and pretty limited details.
you mention latest iapp, but from the SOL it seems things depend on the TMOS version you have, is the combination ok?

have you determined if traffic actually flows through the system when it doesn't work?
you mention you contacted citrix support, did you also contact f5 support?
