R-Series Tenant - Need to change Vlan tag

What seems to work without affecting anything else is changing the tag in the bigip_base.conf file and reloading system.

You can test how things were done on vCMP for this issue https://my.f5.com/manage/s/article/K15616 https://techdocs.f5.com/kb/en-us/products/big-ip_ltm/manuals/product/vcmp-administration-viprion-13-0-0/2.html Also long time ago there was a bug with the API communication between F5OS and the tenants , so you can try the latest F5OS version with a test tenant on the latest 17.1 just in case if nothing works.
